The frequency of storm surges will continue to increase. By the end of the century, storm surges up to 110 centimetres above today's level could flood the ground level area of HafenCity on a regular basis.

New Horizon proposes an alternative to surrounding HafenCity with flood barriers. It takes advantage of the current “Warft” typology (elevated basement floor) without raising it and sacrificing the existing functions of the street and public space levels. New Horizon is a “flying Warft” above the existing buildings. It is in the first place a new escape route. Moreover, it creates additional space. New Horizon points toward a range of possibilities and encourages a discussion about how to tap this potential in the future. Flood protection traditionally relies on collective effort. New Horizon explores collective possibilities for Hamburg’s future.
